I think it is a picture of Florence Harding voting for the first time for her husband, Warren G. Harding, in the 1920 presidential election. The 1920 presidential election was the first after the passage of the 19th Amendment that gave women the right to vote.
That's Florence Harding becoming the first First Lady to cast a vote in a Presidential Election...That's President Harding standing behind her.

Just a guess, but the man toward the right looks like Warren Harding.
It is Florence Harding, and as you guessed, it was the first time a woman got to vote for her husband for president as it was the first presidential election that women voted in. Great job!
